- Bidding will be carried out by adopting “Single Stage Two Envelopes (SSTE)" procedure as per Clause-38(2)(a) of Punjab Procurement Rule-2014.
- It is mandatory that the company must be registered in PEC with relevant code & Category.
- The bid shall be a single package consisting of two separate envelopes, containing separately the financial and technical proposals.
- The envelopes shall be marked as "Financial proposal” and “Technical Proposal"
- In the first instance technical proposal shall be opened and evaluated as per criteria given in bidding documents.
- After the technical evaluation and approval of the technical proposal, tender opening committee of GCUF will open the financial bids only of the technically qualified bidders on the date, time and venue communicated later.
- Pre-bid meeting will be held on 26-12-2022 at 11: 30 AM, Project Director Office New Campus, GCUF.
- The bidders shall bid for each tender separately with complete scope of work as specified in bidding documents. Incomplete bids or bids covering partial scope of work will be rejected.
- The acceptance / rejection of bids shall be governed by Punjab Procurement Rules - 2014.
- Bidding documents of each tender can be collected from the office of the undersigned on production of CDR amounting to Rs.3000/- (Non-refundable) in favor of Project Director Government College University Faisalabad and original copy power of attorney, if applicable.
- Financial proposal must be accompanied by a bid security i.e. 2% of estimated cost (Refundable) in shape of irrevocable bank guarantee or CDR of the amount specified from any scheduled bank in favor of Project Director, Government College University Faisalabad.
- The lowest bidder whose bid will be less than 5% of the estimated cost of the work, will have to deposit the difference which will be returned on successful completion of the contract, Failure to deposit the difference within seven days of the notice, would result into forfeiture of earnest money without further notice.
- The last date for submission of technical / financial proposal is 02-01-2023 up to 11:00 am. Technical proposals will be opened on the same day at 11:30 am by the Tender Opening Committee in the presence of intending contractors or their representatives in committee room at Vice Chancellor secretariat GCUF (old campus).
- In case of closed/ forced holidays or any unforeseen event, tender issuance/ opening time/date will be considered as the next working day.
