Government College University, Faisalabad intends to hire consultancy services from well reputed Consultancy Firms for Detailed Designing, detailed estimation, preparation of bidding document and Resident Construction Supervision of a development project (Details mentioned in RFP document) under MTDF, ADP funded scheme titled “Establishment of Sub Campus of GC University, Faisalabad at Sammundri”.
Terms and Conditions
- Proposals are invited from consultancy firms registered with Pakistan Engineering Council (PEC) in relevant fields of specialization (PCATP) registered firms can apply having adequate experience on similar works along with qualified technical personnel.
- The mode of bidding is single stage two envelope procedure as per PPRA rules.
- A complete bid including Technical & Financial Proposals each in separate envelop be submitted. The financial proposal should be based on percentage basis of cost of work/ assignment.
- Interested Firms (registered) may obtain RFP documents containing detailed terms and conditions from the office mentioned below or can be downloaded from GCUF website (www.gcuf.edu.pk) along with non-refundable document fee Rs. 3,000/- (Three thousands only) in shape of CDR/Demand Draft/Pay Order in favor of Project Director (GCUF) during the office hour on or before 16-11-2021 by 02:00 PM. Those Consultants who will download the document from the website must send CDR/Demand Draft/Pay Order of Rs 3,000/- along with Technical bid.
- The Consultants shall be selected under the method “Quality and Cost Based Selection (QCBS)”.
- The consultant / firms should submit complete information / data on prescribed performa in accordance with guidelines / requirements as per the RFP/ TOR’s.
- Proposals complete in all respect should reach to the Office mentioned below on or before 16-11-2021 till 02:00PM. Technical Proposals will be opened on the same day at 02:30PM by the tender opening committee in the presence of the firms’ representatives in Committee room at Vice Chancellor Secretariat Main Campus of the University. Incomplete bids received after due date/time shall not be entertained.
- Each financial Proposal must be accompanied by a Bid Security not less than 3% (Refundable) of the estimated cost in the form of CDR/Demand Draft/Pay Order or bank guarantee in favor of Project Director (GCUF) without this, the offer shall be rejected being non-responsive.
- Black listed Firms are prohibited for participation and all bidders shall furnish an affidavit / certificate that they are neither black listed nor in Conflict with Government anywhere in Pakistan.
- Registration with Federal board of revenue & Punjab revenue authority.
- A pre bid meeting shall be held on 10-11-2021 at 11:30am for seeking any clarification (should it be desired so) with the firms’ representatives in the office of the Project Director at New Campus Government College University, Faisalabad, Jhang Road.
- The Committee shall have the right to reject the bids or proposals at any time prior to acceptance of bids/ or proposals as per PPRA rules.
- In case of closed/ forced holidays or any unforeseen event, tender issuance/ opening time/date will be considered as the next working day.
