Government College University, Faisalabad (hereinafter referred to as the “Client”) invites the bids from well reputed Vendors / Contractors registered on e-PADS as per Regulations-7(1) of PPRA regulations-2024 having valid PEC License in category C-5 or above with specialization solar codes in (EE-11), active filer NTN, PRA, GST, & AEDB), for blow mentioned Project:-
INSTALLATION OF 100KW SOLAR ENERGY SYSTEM FOR 02-NO’S ACADEMIC BLOCKS (EACH) AT CHINIOT CAMPUS GC UNIVERSITY, FAISALABAD

1. Subject project shall be carried out through e-PADS of Punjab Procurement Regulatory Authority (PPRA) only. Bidding Documents containing detailed requirements, terms and conditions is available for the registered bidders on e-PADS at www.punjab.eprocure.gov.pk and Punjab Regulatory Authority (PPRA) Website http://ppra.punjab.gov.pk.
2. Single stage two envelop bidding procedure will be adopted. The bids prepared in accordance with the instructions in the bidding documents, must be submitted on e-PADS on or before 18-12-2024, not later than 09:15 AM. Technical Bids will be opened on the same day on e-PADS at 09:45 AM. Manual bids shall not be accepted. The Bid Security in the shape of CDR/Bank Guarantee/PO/Demand Draft/Banker Cheque except insurance bond for an amount of 2% of estimated cost Rs. 850,000 in the name of “Treasurer GCUF” shall be uploaded on e-PADS in soft copy as well as hard copy (in original) of the same shall be submitted in the office of project Director New Campus GCUF situated at Government College University New Campus, at jhang road near Children Hospital Faisalabad, before the E-bid Submission deadline otherwise bid shall be “rejected”.
3. Only technically responsive bidder(s) will be qualified for opening of financial bid(s). Financial bid of bidder(s) found technically non-responsive shall remain un-opened in the e-PADS.
4. If the e-bid or proposal including record submitted on the e-PADS found corrupt, un-readable or contain virus, the e-bid or proposal shall be rejected as per Regulation -8(4) of PPRA Regulations- 2024.
5. The bidder shall submit e-bids through uploading PDF file on e-PADS as per Regulation-6(4) of PPRA

Regulations-2024.

1. The procurement shall made under PPRA Rules-2014 and Punjab Procurement Regulations-2024.
2. The procuring agency may reject all bids or proposals at any time prior to the acceptance of a bid or proposal under Punjab PPRA Rules 2014 (Rule-35).
3. Conditional tender will not be accepted.
4. No tender via telegraph or by post will be accepted bids submitted through e-PADS shall only be considered.
5. Tendered rates and amount should be filled in figures as well as in words and tenders should be signed as per general directions given in the tender documents.
6. In case, the last date of bid submission and opening falls in / within the official holidays, the last date for submission and opening of the bids shall be the next working day.
7. The tenderer shall fill up the bid schedule and indicate the percentage rate above or below the schedule of rate for “Schedule Items/ Standardized items”. Item rates will be quoted by the contractor against “Non-Schedule / Non-Standardized items “, failing which the bid shall be rejected.
8. Pre Bid meeting will be held on 10-12-2024 at 11:45 am in the office of the Project Director (New Campus).
